CONCLUSION Whatever the theory of the state, it must have the power to control and so institutionalised adult education will for the most part be a form of education from above, an instrument of state policy. Only in liberal and pluralist societies, where the state stands back and encourages individuals and interest groups to express their interests can an education from above be seen to work in part for the interests of the people rather than in those interests defined by the state. Indeed, it might only be in the social movements, such as feminism and the ecological movement, that adult education can genuinely be a process between equals, for in these instances it is an instrument of the interests of the members of the 34 ADULT EDUCATION AND THE STATE movement rather than the state.
